   世の中にはさまざまなリスクがあり、それをゼロにすることは必要でも可能でもない。タバコの社会的コストは5兆6000億円という推定もあり、大麻とは比較にならない。タバコのリスクを「自己責任」で認めるなら、同じ理由で大麻も合法化すべきだ。フリードマン以来、指摘されてきたように、コカインのような麻薬でも、その健康被害より（非合法化による）麻薬取引にからむ犯罪被害のほうが多い。麻薬ですらない大麻で逮捕するのはナンセンスだ
